The PR description says:
Dependabot will still split out any incompatible bumps.
...which suggests the grouping would be just minor+patch, but the diff uses a wildcard?
I'm fine with either, but it's unclear which was the intention?

Bundles NuGet and docker-compose updates into one monthly PR per ecosystem instead of one PR per dependency. Dependabot will still split out any incompatible bumps.
