chore: remove releases folder#88

Release notes are no longer maintained as files in a committed releases/ folder. Going forward, release notes are published exclusively through GitHub Releases. Keeping a separate releases/ directory in the repo duplicates that information and adds maintenance overhead, so it is removed here.
