The optional devices params is implemented as in IMPALA and MPO learner to control which devices to use for the Learner. This is very beneficial for more advanced architectures like Sebulba where you might wish to use specific devices for learning and acting
If not provided the behavior is the same as before, with the Learner using all available devices.
