dev: add default setting for pgadmin

What kind of change does this PR introduce?

1. PGADMIN_CONFIG_SERVER_MODE: 'False' removes requirement for login. It allows to provide any password on the startup.
2. Config for pgadmin - now it requires to only provide password to the DB. All the other connection values are already provided.

Why was this change needed?

To make the local development easier.
