GraphHopper 11.0 + osm-reader-callbacks patch set

Changes only available in the fork:

• Fork only: You can instruct GraphHopper to take u-turn penalties into account when calculating travel times. By default, they continue to be ignored for travel time calculation since version 10.0. Set profiles[].turn_costs.enable_uturn_times in your configuration to true in order to instruct GraphHopper to take u-turn penalities into account for travel times.
