Adds the dated final technical-closure record for the 2026-08-26 pre-tag pass.
The record documents the workflow defects found and fixed, consumer merge identities, central consumer-evidence run, evidence boundaries, final candidate-freeze rule, exact remaining freeze sequence, and the unresolved maintainer-only ref-protection/publication controls.
This PR is intentionally documentation-only. Its merge commit will become the final candidate freeze point; the exact resulting SHA will be recorded in the merged PR discussion and used for the one final consumer repin and exact-candidate evidence matrix.
