[Solstice] Remove FIL+ and grant all new sectors 10x QAP

Overview

Verified Registry (f06): Various methods, including add_verifier, remove_verifier, add_verified_client, and extend_claim_terms, are reverted. The actor's state, including the verifiers HAMT and pending allocations, is cleared.

DataCap Actor (f07): The mint method is reverted, and all existing balances are frozen.

RKH (f080): The signers of the f080 multisig are removed during the migration.

Need to determine what will happen to in-flight registrations. That will inform how user-facing datacap APIs should behave shortly before the upgrade.
