vcpkg now includes the
coin-or-ipoptpackage which provides ipopt on Windows and Mac OS. This package include pkgconfig support. The current FindIPOPT.cmake did not work with the vcpkg library, but pkgconfig did work. This PR adjusts FindIPOPT.cmake so it will use pkgconfig on Windows.
