Downstream water regulation #100

Description

@MPavicevic
  • Downstream flood regulation can be achieved either by limiting the downstream flow. This allows the definition of chronological maximum outflow limits (sum of turbined and spilled flows) for each plant. This type of constraint is used to model safety constraints for bridges and the population living downstream
  • Allows the definition of chronological minimum outflow limits (sum of turbined and spilled flows) for each plant. As mentioned previously, this type of constraint is used to model environmental or navigation constraints, among others. A penalty must be associated to be utilized if the restriction is violated
