Verify NEWS.md to CHANGELOG.md migration completeness

Performed comprehensive verification that all NEWS.md entries were properly migrated to CHANGELOG.md files across all packages in the monorepo.

Verification Scope

• 39 packages with deleted NEWS.md files
• Historical entries: Migrated to corresponding versions in CHANGELOG.md
• "Next release" sections: Converted to changesets (8 total)
• Spot-checked packages: bundle-source, common, ses, marshal, cache-map, exo

Findings

All entries successfully migrated with no data loss:

• Released versions preserved in CHANGELOG.md with original content
• Unreleased changes converted to changesets for 6 packages: @endo/common, @endo/compartment-mapper, @endo/pass-style, @endo/patterns (2), @endo/ses-ava, ses
• No NEWS.md files remain in repository
