This implements the remote FDB catalogue overlay functionality.
It uses the local FDB toc catalogue overlay.
It is restricted that overlay happens on the same server.
Also, removed duplicated checks in
fdb-overlayCLI tool. Now, checks are moved to toc catalogue.
