  1. Call out earlier that patches are no longer applicable starting in 10.0
  2. Removed the two direct links to the patch folders for 8 and 9 as the patch folder doesn't exist in 8 and will soon be removed in 9 once [release/8.0-staging] Add required MSBuild package dependencies runtime#121307 flows in.
