Test-only PR. Do not merge.

Use the Apple scouting queues from dotnet/xharness#1714:

Device Helix queue
iPhone osx.amd64.iphone.scouting.open
Apple TV osx.amd64.appletv.scouting.open

Keep only four Release library smoke jobs: iOS and tvOS, each with CoreCLR and NativeAOT. Keep the required macOS builds and Helix monitor. Remove path conditions so these YAML changes run the device tests.

Skip all other public pipelines through the shared pipeline template without allocating build agents. Disable the separate VMR PR trigger. Leave the normal queue definitions unchanged outside this test pipeline.

Azure has expanded the runtime pipeline to the four device jobs and Helix monitor. The developer pipeline contains only the skipped stage. Device runs are pending CI.

Keep only Release CoreCLR and NativeAOT device smoke builds. Skip unrelated public pipelines and disable VMR PR triggers.
