    I think this was introduced by #128721. I do not see the failure in PRs merged before this one.

    #130148 has revert in case we are not able to come up with actual fix quickly.

    I started in on this but won't have anything like a fix until maybe tomorrow morning. Could not find the problem via static analysis.
