Fix CI and build wheels for more platforms

• The sage-the-distro based CI workflows are completely broken, so they are removed here.
• Build wheels for more platforms
• Add automatic pypi publishing upon pushing a tag (as other projects in the sage org are doing it already)

to enable pypi publishing I had to disable failing wheel builds (the windows ones)

This forces bundling primecount even if the correct version is available on the system. That is not good from a packaging perspective.

This is indeed not intended. Should be fixed by #31.
