tend version: 0.1.4 → 0.1.6

Notable changes:

• Default Claude harness now runs headless behind a credential proxy that isolates the Anthropic credential and injects the PAT for raw.githubusercontent.com (Run the default claude harness headless behind the credential proxy max-sixty/tend#704, interactive: isolate the Anthropic credential behind the credential proxy (phase 2) max-sixty/tend#686, interactive(proxy): inject the PAT for raw.githubusercontent.com max-sixty/tend#684).
• Rolled back to the default Claude harness; demoted the interactive harness (chore: roll back to the default claude harness; demote claude-interactive max-sixty/tend#698).
• Bot auth isolated in a per-bot GH_CONFIG_DIR (install-tend: isolate bot auth in per-bot GH_CONFIG_DIR max-sixty/tend#688).
• Nightly skill: skip stamp-only workflow-regen PRs and scope "Notable changes" to consumer-relevant entries (skills(nightly): skip stamp-only workflow regen PRs max-sixty/tend#689, skills(nightly): scope Notable changes to consumer-relevant entries max-sixty/tend#690).
• Skills refactored to reference running-in-ci and soften over-stringent guidance into examples/open frames (skills: replace duplicated guidance with running-in-ci references max-sixty/tend#703, skills: soften over-stringent guidance into examples and open frames max-sixty/tend#693).

The diff itself is purely mechanical action-ref bumps (max-sixty/tend@0.1.4 → @0.1.6) and the generator version header.
