This PR replaces the Bash script in #977 with a more sophisticated Node.js script to update each @dfinity npm dependency to its latest version.

Progress:

  • Add top-level update-packages npm script
  • Detect and replace @dfinity npm packages without changing formatting
  • Show which versions changed in each file after running the script
  • Update lockfiles after bumping the versions
