Combat Skills

This release contains the first pass of all the combat skills, along with a special bonus extra skill (Power Grid Modulation) that I adjusted along the way to test something.

As a first balance pass, it's roughly 20% of the benefit of personal-ship combat effects spread across your entire fleet.
