frameworks expect more than 0 unit tests to be in *.spec.ts fileS so rename it to testutils.ts.

*.spec.tsfiles are for unit tests and other frameworks like Vitest fail if there are 0 tests.Part of #1834.
The package.json
"files"field had to be updated, but the exclusions could be removed after #1833 separates transpiling production code and transpiling test-only code (with different output directories).
