Clarify that anonymous reporters cannot be notified of replies #1269

Context

Issue #1268 was submitted without a contact email. Because in-app reports are created through the maintainer GitHub account, an anonymous reporter cannot receive GitHub notifications when maintainers reply. The success snackbar provides a persistent View issue link, but the form does not explain that users who decline email contact must save and revisit that link themselves.

Proposed change

Add clear explanatory text near the contact-permission switch, while keeping email entirely optional:

Without an email address, we cannot notify you of replies. After submitting, save the GitHub issue link and check it for updates.

The wording should remain visible whether or not the contact-permission switch is enabled so users understand the consequence before choosing.

Acceptance criteria

  • Email remains optional.
  • The form states that maintainers cannot notify reporters who do not provide an email address.
  • The form tells those reporters to save and revisit the GitHub issue link shown after submission.
  • Existing privacy and retention text for opted-in email addresses remains unchanged.
  • No email address or other private contact information is added to the public GitHub issue.
