This PR adds a sub-folder to the analyses for all documentation relevant to the public-facing tax spike dashboard. The sub-folder also contains uploaded PDF which describes data, parameters, and functionality of the dashboard. Next steps are for @wrridgeway to also add the data flat file used in the dashboard and the query used to build that file.
