Required for terraform/oci/lolice-control-plane Terraform module (BOXP-129). The oracle/oci provider must be in the TFPROVIDERCHECK_CONFIG_BODY allowlist before PRs adding OCI Terraform modules can pass CI. Co-Authored-By: Claude Sonnet 4.6 <noreply@anthropic.com>

terraform/oci/lolice-control-plane/Terraform モジュールが Oracle Cloud Provider (oracle/oci) を使用するが、wc-plan.yamlの tfprovidercheck 許可リストにoracle/ociが含まれていないため CI が失敗する。wc-plan.yamlはpull_request_targetイベントで base ブランチ (main) から実行されるため、PR ブランチ側の変更が CI に反映されない。このため先にこの変更を main にマージする必要がある。Dependencies
