This PR introduces a neutral model that evolves the momentum in all 3 directions. It also introduces the Div_perp operator for the perpendicular convection. It is inspired by

I tried to work a lot with slope limiters + Lax flux, nonetheless I am not that sure if the simulations are universally stable or how the solver has to be adjusted to handle low density - high velocity regions. It comes with 2 MMS tests already.
