ORCA 0.1.3

Includes the final-contig pileup indexing fix and byte-accurate indexing for CRLF and UTF-8 pileups. Adds regression coverage for empty input, missing final newlines, and synthetic basecalling extraction and feature merge.

Install with Python 3.10 or later:

Verified locally on WSL2/Python 3.10: 12 source regressions, 12 installed-wheel regressions, full dependency installation, pip check, and all eight CLI help commands. Full sequencing, model prediction, and annotation reproduction were not run.
