Feat/class mount flag

• Update mod_account_mount.conf.dist

• Updated flag name

• Updated mount availability condition

• Updated default flag values to prevent issues with char saving

Changes Proposed:

• Added a flag to enforce only non class-specific mounts to be shared account-wide
• Filters for class/race are now enabled by default (BREAKING CHANGE)

Issues Addressed:

• Closes Bug: Sharing class/race specific mounts breaks character saving as of commit cbd8596184f2bf32edc5a83643ec3ef7e13982df in core #15

How to Test the Changes:

1. Create a lvl 40 Warlock
2. Learn Felsteed and Dreadsteed from trainer
3. Learn riding and your race's mount (e.g. hawkstriders for blood elves)
4. Create another non-warlock char
5. Only non-racial and non-class-specific mounts are shared
