Let's revisit whether we actually want to deprecate DockerHub. It has 10.000.000 downloads total over all releases so about 100k per release |

Depends on #16319.
This PR puts in to practice what we signaled earlier in [Deprecation feedback] Niche distribution channels for compiler binaries.
We are dropping PPAs (moved to #16319) and Docker images. After Argot transition we no longer have access to the Lanuchpad and DockerHub accounts, so we would not be able to keep distributing them the old way anyway.
Homebrew is still an open question. We still have a choice here and the PR does not remove it from the release checklist.
