This PR updates the versions on main for the future 0.3.0 version of SedonaDB.
For anybody that later runs into this, I had to tweak the arrow dependency to satisfy
adbc_coreand our own arrow dependencies. The magic for that wascargo update -p [email protected] --precise 56.0.0, which updates the lockfile directly.
