Elliptic Curve Fast Fourier Transform support

This would be awesome but will require a fair bit of work and expertise. Would be great for the first iteration of this work lives on a seperate branch. Strip out all miniSTARK's FFT based stuff and replace it with required ECFFT based stuff. No GPU code just aim to get something working.
