This PR adds a section where the build instructions for Vulkan builds should be written, given that there are none.
Also, I advise you allow issues to be made.
When I try to go to https://github.com/amitbar05/pytorch/issues it tells me "Issues are disabled for the selected repository. Please select a different repository."
You have made a lot of progress on bringing Vulkan to Pytorch, and I would hate to see it all go to waste because people can't ask for help or report problems!
