Updates CI dependencies and picks up the Secure Runner STS-failure fallback in the reusable deny workflow.

  • Bump tempoxyz/ci/.github/workflows/deny.yml to f00e29b5 and update the matching .pinact.yaml exception.
  • This lets the deny job continue with its inline egress policy if the StepSecurity STS exchange fails; stored policies are unavailable in that fallback mode.
  • Validation: YAML parsing, matching workflow/pinact SHA, and git diff --check passed. GitHub Actions validation is pending.

Bumps the ci-weekly group with 3 updates: taiki-e/install-action, astral-sh/setup-uv and crate-ci/typos.
