P2 Badge Add web-ext to keep extension dev launches working

With the bump to WXT 0.21, the extension package no longer gets the browser-launch runner transitively: WXT's 0.21 upgrade guide says web-ext is now an optional peer and must be installed to keep opening the browser automatically. This package still has webExt Chrome-profile options in packages/extension/wxt.config.js, so npm run dev:ext will stop launching the configured Chrome profile unless web-ext is added as a devDependency or that workflow is intentionally disabled.
