Updates to base padding horizontal large, x large, and 2x large

Description

Increased base padding horizontal values for large, extra large, and 2x large each by 2px, per request from Figma Arch team.

Motivation and context

Design enhancement to ensure pill shape buttons still look reasonable without compromising other base components
