Adds support for custom processing instructions, such as
<?music "notes" ?>.Description TBD.
With this PR, XMLProcessor becomes feature complete with regard to what I originally had in mind – it can parse any normative XML 1.0 document.
Testing instructions
CI. This PR enables additional W3C tests where custom processing instructions are explicitly declared.
