Fixed in commit 84d5e7b. The VelocityViewResolver now implements ApplicationContextAware and automatically discovers the VelocityEngine from the VelocityConfigurer bean when not explicitly configured. This matches the behavior of the original Spring implementation where the view resolver would auto-wire the Velocity engine. The OAI-PMH module now packages successfully.
