Implement OSC "cleared" messages for empty channels.
Previously, when a layer was cleared, it was immediately removed from the monitoring state, resulting in no OSC message being sent to indicate the channel had gone truly empty. This change ensures that a "cleared" status is reported via OSC for one frame cycle after a layer is cleared, providing a reliable signal for external monitoring systems.
