The star history chart in README.md and README.zh.md is currently broken because the original star history service stopped working after GitHub restricted its stargazer API. Point both charts at star-history.dera.page, which serves the same chart data from a different source, and update the wrapping links to the new hash-based URL format.

The star history chart in the READMEs no longer renders because the original star history service broke after GitHub shut down its stargazer API. This PR points the charts at star-history.dera.page, which provides the same chart from an alternative data source that needs no API token, and updates the links to the new URL format.
Both README.md and README.zh.md are updated so the charts work again.
