Yes I'm acutely aware; that's part of the reason why this has been taking so long. The pipeline for it is now less wrong though: it should be rebuilt if the upstream submodule ( |

Description:
The project's workflows are using outdated actions (that now refuse to run at all) and do not always trigger when they should (e.g. when there is a change in the
opentelemetry-lambdasubmodule). This PR attempts to remedy that.By submitting this pull request, I confirm that my contribution is made under the terms of the Apache 2.0 license.
