feat: Stellar repair service, mobile CI, transaction history component, release checklist

Summary

This PR addresses four issues across backend, mobile, and CI/CD:

• Documents the Stellar chain/DB consistency repair service design
• Sets up a CI/CD pipeline for the mobile app using GitHub Actions
• Adds a transaction history component for the mobile escrow view with status colours
• Adds a QA checklist and release pipeline guide for mobile dev builds
