docs: fix broken asset links in promo hooks (fixes #8328)

Summary of Changes

This pull request addresses and resolves issue #8328 by updating docs/promo/HOOKS.md:

• Replaced 404 links to non-existent local video files (short_01_old_laptop.mp4, short_02_upgrade_cycle.mp4, short_03_bottube_create.mp4) with clear unlinked asset specs.
• Updated the verification manifest reference to reflect that manifest.json is an external/distribution spec, eliminating broken hyperlinks on GitHub.
