Add Peam to Lean client implementations

Add a new client team entry for Peam in the roadmap client registry, including repository metadata and GitHub link so it appears in the Client Implementations section.

I intended the clients list in each devnet to be a historical record of the clients that participated. Since Peam is new (to me at least), I assume you'll be participating starting with the upcoming devnet-4? If so could you keep the addition to just pq-devnet-4?
