Do you know why there are so many lines of changes in the core_r0.15.0? |

Most of the changes seem to be just CI changes. For example, it includes json files which has some model configs which are then used in the CI. The main core change seems to come from NVIDIA@45b404c |

This PR is to create a release branch and fetches some commits from upstream's core_r0.15.0 branch.
