[draft] Design Teams

Within the RIOT community, a Design Team is a small, temporary group of individuals tasked to explore alternative solutions, aiming to bring pre-defined improvements to RIOT or development tools/procedures.

Creating a new DT. The RIOT maintainer assembly appoints each DT, by defining:

• the targeted improvements;
• the set of people in the DT;
• a tentative completion date.

Life of a DT. DT members work towards producing and publishing a report identifying and comparing potential solutions.

Dissolving an existing DT. Upon publication of its report, the DT is dissolved, and the community can use the DT's report as input going forward.

• Test Framework DT Members: Kevin Weiss, Martine Lenders. Tentative completion by MONTH/YEAR. Targeted improvements: LIST NEEDED HERE.
