・Jupyterhubイメージの最新化

・#56168　opensslの脆弱性対応に伴うバージョンアップ　OpenSSL1.1.1　→　 3.0.18
それに伴いOpenSSL3.0系に対応したpythonバージョンへの変更 3.11-slim-bullseye　→　 3.13-slim-bookworm

・Binderhubの画面のHTMLのファイル構成が変更されたため、新しいページ構成に合わせて問い合わせリンクを再配置

・外部のFigshareレポジトリのURL構成が変更された影響で、レポジトリ関連のAPIの既存のパーサーが一部機能していなかったため、本家Binderhubの対応パッチを適用

・旧k8sバージョンのGitActionの自動テストの時間が長引く傾向にあるため、自動テストの強制キャンセルまでの時間を10分から20分へ変更
