v16: nix: replace postgrest-style/postgrest-lint with treefmt - #5216

This just adds the basic structure to be able to run `treefmt` in the development shell, via `nix fmt` and automatically in CI. (cherry picked from commit 26dd281)

The hsie import check is not like other formatters, because it does not run on single files - instead it runs on the whole folder at once. Thus, it doesn't match the model that treefmt uses and can't be made to work with it. That should be fine, though - just running it in CI will still give us feedback, eventually. (cherry picked from commit f2838cd)
