This matches what MakeMaker does and uses ExtUtils::Manifest, rather than home rolled code, for consistency. This arose out of a problem in Alien-SVN where generated source files were being rebuilt because the mtimes in the tarball matched the mtimes of their generation scripts. evalEmpire/Alien-SVN#4
