Remove deprecated PPM specs counting API and MLIR pass

Context:
Previously, ppm_specs and the --ppm-specs MLIR pass reported PPR/PPM resource stats. Now qp.specs and ResourceAnalysis provide the same information with better coverage, so maintaining both is redundant.

In this PR, we remove ppm_specs and the --ppm-specs MLIR pass.
