Derive the platform information architecture fresh from personas and current surfaces, fold it into the maintained UX-003 sitemap (adds Administer as a first-class operator surface), and add a companion design doc with the per-surface use-case catalog, layout and pattern system, rationale, Risk Register alignment notes, and an API-readiness matrix for the Phase 2 implementation issues (#1369-#1374). Docs-only foundation; real SPA shell scaffolding lands in #1369.
