Encoder for D80 collar, decouple ShockerModelType from FlatBuffers, CaiXianlin light support

• Adds an encoder for the D80 collar
• Decouples ShockerModelType from the generated FlatBuffers enum in the same manner as ShockerCommandType
  • This allows using encoders not yet in the schemas to be used over serial
• Adds Light support to the CaiXianlin encoder
