The Travis targets for check and distcheck use incompatible logic when compared with the RPM build script. I'm trying removing the GDAL_OPTION env var from the .travis.yml and changing the default value of the variable in the rhel script.

Reference ticket: HYRAX-2012
The idea here is to get all of the production builds to use GDAL, given that the simpler initial Travis check and distcheck builds do.
