Fix EMS Surface Properties Init - Follow up to #11478

Pull request overview

• This is a follow-up to Add EMS actuator for CondFD sky longwave radiation override #11478.
• Testing after this was merged revealed that there was some minor sensitivity to adjusting the thermal absorptance of a surface material that has the longwave radiation actuator applied. If EMS is being used to override the longwave radiation for a surface that is only facing the sky, we would expect the thermal absorptance in the IDF to not affect the results.
• This PR moves the EMS surface and construction property inits up in the calling order to they occur before the surfaces are initialized, so the EMS properties get picked up first, when active.

Reviewer

• Perform a Code Review on GitHub
• If branch is behind develop, merge develop and build locally to check for side effects of the merge
• If defect, verify by running develop branch and reproducing defect, then running PR and reproducing fix
• If feature, test running new feature, try creative ways to break it
• CI status: all green or justified
• Check that performance is not impacted (CI Linux results include performance check)
• Run Unit Test(s) locally
• Check any new function arguments for performance impacts
• Verify IDF naming conventions and styles, memos and notes and defaults
